The name, Canberra was given to the National Capital of Australia - then not built - on 12 March 1913.  The name was not new.  It is a Ngunawal name for the plain below Mount Ainslie and Black Mountain on both sides of the Molonglo River that means Woman's Breast [Ref Don Bell Ngunawal elder] and Meeting Place [according to other documentation].  The plain is part of a larger plain known as Limestone Plain.  The first settler in the Canberra area named his property Canberry - later renamed, Acton.  Other settlers in the area used the name as the address for their properties and by the late 1850s the spelling CANBERRA became the norm.

The Federal Capital Territory came into existance in 1911 and with this new territory came the need for new laws etc.  The stages of development of the land from farming & grazing to city is reflected in the electoral rolls.  That Aboriginal people could not enrol removes them from the information of who lived here in the ACT.  Indeed, many were moved on when they entered the territory. [Ref Mr Don Bell, Ngunawal elder].

The electoral rolls are already on my other webs [see home page] along with other information about the times, but I decided on this web to focus on the stages of development of the city as seen through the electoral rolls and other documents.

There are several distinct phases in the growth of the city:

FIRST Phase: Beginning 1911- 1915/16 [World War One began in 1914 and ended in 1918 - work on the city came to an almost standstill].  Canberra, the city, consisted of isolated settlements and camps connected by tracks and dirt roads. The major settlements were: Acton - Administrative Centre; Brickyards - later named Westridge - bricks; Cotter River - construction of dam for water supply; Power House - Kingston - electricity & Duntroon - Royal Military College.  The RMC was not part of the construction of the city, but rather the first National 'Institution' built in the FCT.

SECOND Phase: Preparation for arrival of the Federal Government and opening of Parliament in May 1927.

Between 1927 and the end of World War Two very little building was carried out. The Great Depression which began for most of the world after the Wall Street Crash in America in August 1929 began in Canberra when building work slowed after the opening of the Federal Parliament on 9 May 1927 followed by the war.  Added to the earlier settlements were: Molonglo - converted ex-internment camp; Westlake - Contractor Howies' Settlement and Gap Cottages; Causeway; and two humpie settlements - Riverbourne & Russell Hill.  In addition the nucleus of permanent suburbs commenced: 1921-22 - brick cottages at Westridge, Power House [Barton] and Civic [Braddon] followed by in 1923 brick cottages Blandfordia [Forrest].  By 1927 the suburbs of on the north side of the Molonglo, Ainslie, Braddon & Reid and on the south side, Forrest, Griffith, Eastlake (Kingston) and Barton were developed.  Canberra still consisted of suburbs like small villages sitting in paddocks conncected by roads some of which were concrete and others tarred.   The shopping centre at Kingston opened for business in 1925 and was followed in 1927 by one at Civic on the north side and at Manuka on the south side not far from Kingston. 

THIRD Phase: Post World War Two growth of the city when building work resumed and the long planned lake  named after Walter Burley Griffin, the designer of the city, was formed in 1963 after the waters of the Molonglo River were damned. The lake officially opened in 1964 by Sir Robert Menzies.

The third phase of construction saw a relatively rapid infill of the paddocks between the settlements and suburbs and the filling of the lake, over which two new bridges were constructed - Commonwealth Avenue and Kings Avenue Bridges.  The city began to take the form that is the present day Canberra.  By mid 1965 the temporary settlements of Russell Hill, Molonglo and Westlake were gone. Riverbourne was removed by 1927.  Causeway remained with the old weatherboards being replaced with a number of small brick cottages. The tent camps had gone, but in this period a number to temporary hostels were erected to house the single trademen in the territory.  Another new settlement was built at Narrabundah which gained the name of 'Rainbow Valley'.  This settlement has survived with many of the small cottages being replaced by more grand dwellings.

In this period the construction of satellite cities commenced - Woden, Tuggranong, Belconnen, Gungahlin, Ginninderra - today they are part of the wider Canberra and not thought of in terms of being additions to the original city designed by Walter Burley Griffin.

The Rolls: I have transcribed the following electoral rolls and have placed people alphabetically under suburb, streets etc: 1903, [1913 stock owners list & census], 1916, 1917, 1928, 1929, 1935, 1943, 1949, 1955, 1959, 1967.  The majority of women in the early rolls have home duties [hd] after their names.  With the exception of Aboriginal people, only those of British or Australian citizenship 21 years of age or older were elligible to enrol.  For more details about who lived in the settlements & camps before 1927 go to the web, Canberra Camps and the section that has the revised drafts for 'The Builders of Canberra 1909-1929' .  In this section of Canberra Camps is a copy of 'The Story of Capital Hill'.

In 1927 the departments necessary for the running of the Federal Parliament had transferred to the FCT thus swelling the local population.  Prior to this transfer the majority of people in the territory were construction workers living in the temporary suburbs and camps.
